Startup & Commissioning Manager

Location: Florida or North Carolina

Contract: Long Term

Rate Range: $85-$90+ $178/day per diem (7days)

The Startup & Commissioning Manager provides oversight for the EPCs Startup & Commissioning program and oversight of the execution of startup and commissioning activities for the project.

This includes adherence to drawings and specifications, coordination of activities with the existing facility, and oversight of safety, environmental, and QA/QC compliance.

The Startup & Commissioning Manager will support the Site Project Management Team in contractor management as well as be the interface for Discipline Engineers for startup and commissioning issues.

The Startup & Commissioning Manager will manage the owner startup team that will provide oversight of startup and commissioning activities and consist of the following disciplines:

  • Lead Mechanical Commissioning Professional
  • Lead Electrical Commissioning Professional
  • Lead DCS Commissioning Professional
  • Other commissioning professionals as required to support project completion

The Startup Manager will be expected to control, manage, and report on the following areas:

  • Review EPC Site Specific Startup & Commissioning Plan and provide feedback as required. Review EPC startup and commissioning staffing plan and provide feedback as required.
  • Maintain a safe work environment and ensure all site safety plans are followed.
  • Ensure Pre-Job Brief's and Job Safety Analysis is prepared. Ensure all Environmental Health & Safety procedures are followed per the EHS, state and federal guidelines specifically to the site permit requirements.
  • Oversee the setup and implementation of the Startup Program per Startup & Commissioning Conduct of Operations procedure PMC-PRC-NA-AD-0082
  • Provide oversight of the EPC Startup Site LOTO Program to ensure compliance with LOTO procedure.
  • Ensure all startup and commissioning personnel training requirements are maintained.
  • Responsible for delivering a functioning asset to operations that performs as designed and within specifications.
  • The interface to the Safety, Engineering, Construction, Plant Integration and Plant O & M teams.
  • Interface with the EPC contractor startup and commissioning team daily.
  • Oversee and maintain commissioning budget for owner startup team.
  • Review commissioning package scope definition.
  • Ensure startup & commissioning personnel receive and adhere to EPC provided commissioning packages.
  • Review EPC commissioning schedule and coordinate owner startup and commissioning activities with the EPC to ensure adequate planning is completed.
  • Develop turnover plan with contractor. Review Punch List items (by system) priority designations.
  • Maintain commissioning records including accurate Red-Line as-built drawings.

Preferred experience:

  • 15 years of experience in startup and commissioning activities related to the utility, chemical or process industries.
  • 10 years of experience regarding mechanical, electrical, I&C systems, equipment, and trouble shooting.
  • 5 years in a leadership role on similar projects (including Combined cycle, Gas Turbine, Steam turbine)
  • Operations experience in Combined Cycle Power Plants, Gas Turbines, and Steam Turbines.
  • Recognized industry experience and expertise.
