  • Work with HR Services colleagues to ensure all employees, workers and ex gratia pensioners are paid on time
  • Responsible for the maintaining and updating of pay records for employees and workers via the integrated HR/Payroll system
  • Responsible for maintaining payroll related sections of HR Services website
  • Continual analysis of the Payroll system so that it is accurate in line with best practice
  • Responsible for training of Payroll Analysts in all technical aspects of the system
  • Responsible for the testing and development of HR system
  • Input monthly payroll data in the Business System
  • Responsible for liaising with the Quality Assurance team to ensure the adherence of payroll debt management policy
  • Deputise for the HR Services Payroll Manager at meetings as requested and provide cover for other HR Services colleagues in busy periods
  • Responsible for the processing and reconciliation of the cyclical payrolls, submission of statutory reports and pay over of any liabilities due to external bodies.
  • Monitor all staffing changes that affect payroll output
  • Responsible for processing of relevant HMRC forms including P45, P60 etc.
  • Support the Payroll manager on any compliance and governance requirements.
  • Continuous analysis of processes, procedures and system technical capabilities
  • Carry out regular audits on payroll data and process to ensure compliance against HR and Payroll policy

Skills/Experience

  • A Payroll practitioner with experience of using multiple HR/Payroll Integrated Computer systems. Experience of operating Oracle EBS12.2
  • Previous employment in a large and complex organisation, with an understanding of the management culture and hierarchy within the Higher Education sector
  • Proven experience and working knowledge of a monthly payroll cycle and calculating over/underpayments, within a large complex organisation. A comprehensive knowledge of PAYE and Payroll Procedures including processing statutory payments and manual calculations
  • Experience of internal or external audits
  • Experience of working with third party providers
  • Experience of identifying reporting requirements, and devising effective monitoring mechanisms in order to analyse data to produce meaningful management statistics
  • Experience of drafting and implementing procedures and devising monitoring mechanisms to identify effectiveness of revised processes and office systems
  • Desirable for the Post holder to have already obtained or to be currently undertaking a Payroll Qualification (CIPP or AAT).
