  • Provide leadership, direction and effective day to day management of the Payroll production team in Payroll Services ensuring accurate and timely payments are made to all staff.
  • Responsible for checking and validating the accuracy and completion of each months pay run
  • Responsible for verifying that the monthly and triennial pension auto enrolment routine has accurately run and that the appropriate deductions are made and letters sent.
  • Manage and motivate all direct reports within the Payroll team to enable the achievement of organisational, business, personal development and performance targets.
  • Responsible for developing best practise payroll procedures in accordance with: good audit practice, Financial regulations and ensuring they are compliant with both UK statutory regulations and, for overseas payrolls, the countries relevant bodies. Ensure that all payroll procedures are clearly documented and continually reviewed
  • Responsible for the reconciliation, scheduling and timely processing of payments to third parties whether in the UK or overseas which relate to payroll deductions.
  • Design, publish, analyse, audit and verify payroll exception reports on a monthly basis.
  • Responsible for ensuring the team's adherence to key performance indicators and standards, payroll deadlines, and continuously improving the quality of the service to customers ensuring customer satisfaction is a key component.
  • Develop, schedule and manage robust test scripts and provide Payroll sign off of any HRIS or software releases in conjunction with Management Systems (MS), Finance and HR operational colleagues, ensuring fitness for purpose and identifying any changes to business processes.
  • Responsible for processing the ex gratia pensioner's payroll, bi-annual certification audits of pensioner payment entitlement, implementation of age exemptions, reduced liability certificates, and annual review of BR tax.
  • Responsible for authorising manual payments outside of the normal pay run prior to batching to Finance colleagues.
  • Provide guidance to managers, staff and HR colleagues, on complex Terms and Conditions of Service, in an understandable format e.g. clinical pay awards, occupational and statutory pay schemes, promotion, and secondments.
  • Responsible for scheduling, testing, and managing the annual increments of employees pay, and the uplift of pay in respect of pay awards, including any backdated arrears and changes to annual allowances as appropriate.
  • Ensure maintenance of appropriate payroll records within the team. Liaise with HMRC and Contributions Agency as necessary, in relation to particular cases.
  • Undertake and actively contribute to cross disciplinary projects, working parties, working groups, including their management or chairing, as requested.
  • Work with the internal and external audit team regarding payroll data, payroll processing, and implement any accepted recommendations.

Skills / Experience

  • Payroll or equivalent qualification including comprehensive working knowledge of integrated payroll systems.
  • Proven current experience of managing a large complex payroll function.
  • Proven knowledge and experience of payroll, income tax, social security, and related pension legislation management within a complex or similar organisation.
  • Experience / ability to provide clear HMRC & business policy guidance to senior teams.
  • Comprehensive current knowledge of payroll procedures, controls and statutory requirements of PAYE, NIC, SSP, SMP, SAP, SPP etc.
  • Comprehensive current experience of legislative reporting, including all HMRC submissions, P60s, and P11Ds etc.
  • Knowledge / understanding of HMRC requirements and international taxation in relation to overseas workers.
  • Strong people management skills with the ability to motivate, improve and influence and proven experience of change and project management, delivering effective team, procedural or systems changes.
