SENIOR POLICY OFFICER - 12 MONTHS - INSIDE IR35 - GLASGOW OR EDINBURGH

Our Public Sector client requires the support of an experienced Senior Policy Officer for an initial 12 month contract.

This is an exciting opportunity to work within a high profile area supporting the decarbonisation of Scotland's transport system, which in doing so contributes to Scottish Governments 2045 'Net Zero' target for greenhouse gas emissions as well as making Scotland's air quality the very best in Europe.

The post holder will be responsible for taking forward on-going work required to transpose the requirements of EU Directive 2018/844. This relates to requirements for the deployment of electric vehicle charge points in car parks of residential and non-residential buildings.

This will be an exciting and rewarding piece of work that will need to be jointly delivered between Transport Scotland and Scottish Government's Building Standards Division. Supported by the Team Leader and external consultant the post holder will lead on a number of stands of work relating to a forthcoming consultation and laying of secondary legislation.

The main duties of the post shall include:

  • Support and contribute to transpose Directive 2018/844/EU into secondary legislation relating to 'EV-enabled' buildings.

  • Engage with Building Standards Division and wider external teams through regular project meetings.

  • Develop, coordinate and maintain a project plan and risk register, feeding into wider LCED governance/oversight processes.

  • Contribute to the delivery of a public consultation with Building Standards Division; engaging key stakeholders, coordinating workshops, collating and analysing responses.

  • Engage with Legal colleagues and Parliamentary and Legislation Unit to understand requirements and ensure appropriate systems are updated. .

  • Understand and take forward impact assessment requirements and engaging sources of expertise as appropriate.

  • Provide clear advice to Ministers and responding to correspondence, PQs etc, ensuing briefing is developed

Essential Skills

  • Experience of working across boundaries and engaging with both internal and external stakeholders to deliver complex policy work.
  • Strong analytical skills with an ability to interpret and analyse diverse sources of often complex information at pace and use this in policy development.
  • Experience of producing or contributing to the production high quality written advice and analysis.
  • Planning and organisation skills, including proven ability to manage a range of competing priorities and tasks and to respond flexibly to new demands.
